Charles Hoskinson on Cardano and Japan Web3 Policy

Cardano founder Charles Hoskinson on Midnight privacy infrastructure, RealFi lending, and Japan's role in Cardano's 2027 strategy. T4IS 2026 recap.

Charles Hoskinson

Charles Hoskinson built Cardano on peer-reviewed research and formal verification, at a time when most of the industry shipped first and fixed later. Decentralized governance was part of the design from the start.

He joins Tech for Impact Summit 2026 on April 26 in Tokyo. DReps from Japan and abroad are gathering at the summit, and Hoskinson will speak to them about the ecosystem’s next phase.

Midnight

Midnight’s mainnet is live. It uses zero-knowledge proofs for selective disclosure, so an institution can verify a claim without receiving the underlying data.

In Japan, the EU AI Act becomes fully applicable in August 2026 and will affect cross-border business, and data sovereignty has moved to the center of digital policy. Midnight is a privacy-preserving computation layer Japanese institutions can deploy today.

RealFi

Most DeFi activity stays inside crypto. Cardano’s RealFi initiative connects the chain to financial services for people outside the banking system.

Micro-lending products built on Cardano are finding users in emerging markets, people who have never had a bank account but do have a smartphone.

For Japan’s impact investment community, RealFi is a working example of blockchain producing a financial return and a measurable social outcome in the same product.

The budget process

Cardano now allocates ecosystem resources through an on-chain budget process in which DReps (Delegated Representatives) take part. In practice:

  • Community-elected DReps make binding decisions on how ecosystem funds are deployed
  • Budget proposals are evaluated on merit, with transparent on-chain voting
  • Accountability mechanisms tie allocated funds to results

The DReps meeting in Tokyo are the people who vote in that process.

What Hoskinson hopes DReps will prioritize

At the summit Hoskinson will set out his view of Cardano’s next chapter and the DReps’ role in it. Questions on the table:

  • How ecosystem funds should be split between infrastructure, applications and adoption programs
  • What part Cardano should play in Japan’s Web3 strategy, and how DReps can support builders in one of the world’s most progressive regulatory environments
  • How the ecosystem funds moonshots while keeping the protocol’s reputation for rigor

Why Tokyo

Japan was the first major economy to define cryptocurrency in law and license exchanges, and its national Web3 whitepaper treated blockchain as economic infrastructure. The country also has a growing community of Cardano builders and DReps.

DReps travelling to Tokyo will sit in the same room as Japanese policymakers and institutional investors.
